Each pilot municipality will produce one commuting master plan which summarises the work done by the municipalities. It will provide a general assessment of the transport system in the functional urban area following the benchmarking scheme and SWOT analysis. Further it will also reflect on overall goals and objectives, provide an general overview on scenarios and measures, and possible ways to integrate these measures into policy processes and policy plans (including cross-border cooperation where feasible), name key stakeholder groups and finally list targets and indicators, including methods for data collection and means of evaluation.
