Union of Harju County Municipalities and Tallinn Transport Department have issued a call for tender for the feasibility analysis and cost-benefit analysis for the light rail transport in Tallinn and Harju County as part of the SUMBA project. The tender is expected to include innovative approaches and a wider regional impact analysis.
The purpose of this tender is to find the best possible solution for public transport in the area. The feasibility and cost-benefit analysis for the light rail transport in Tallinn and Harju County will consist of a wide impact analysis (including socio-economic), suggestions for different routes and transport corridors, suggestions to improve the urban transport network, to increase attractiveness and ease of use of public transport, proposals for technical realization and for investment and financial solutions.
In addition to regular public transport cost-benefit analysis methods the analysis should also estimate the indirect impacts of alterations in public transport. Using existing studies and data, impact on the environment and air quality, real estate, public health etc. will be analysed. The aim of the analysis is to consider the future demands of transport systems, ensuring the sustainability of the possible solution also in decades to come.
The analysis would give guidelines and a generalised methodological solution to plan a multimodal transport network that can also be used in other cities.
